Therefore, I, Gardenia C. Hung have incurred Extraordinary &lt;br /&gt;Healthcare Expenses, Funeral Autopsy, Church and Crematory Expenses, Home Care Expenses, Pharmaceutical Expenses, and Legal Court Financial Expenses at the Eighteenth Judicial Circuit Court in DuPage County, Caretaker Expenses for Mr. Roberto Hung Mustelier, my Father who has been a Lombard Victim of Heinous Hate Crimes since he purchased two (2) homes, one by &lt;br /&gt;St. Pius X Catholic Church and School, and the other by Sacred Heart Catholic Church and School, in the Village of Lombard,York Township, DuPage County, Illinois.&lt;br /&gt;     For the record, the Northlake Police Department has the Investigation Report No. 98-1392, dated June 18, 1998, at 8H50 for Reporting Officer Michael Brletich, Police No. 140, Sargent D. DiIulio on file to document and support that Mr. Roberto Hung was found bleeding around tracheotomy tube on the neck area under suspicious circumstances after the daughter Gardenia Hung found him in bed, unconscious, and already dead around 7:00 A.M.  State of Illinois reports have been filed on record documenting complaints against Vencor Northlake Hospital abuses of patients, overbilling, and medical fraud by healthcare staff and the investigation by the Cook County Proviso Senior Citizen Community Human Services &lt;br /&gt;Department was also submitted.  In addition, the U.S. Social Security Administration was notified for abuses of Medicare/Medicaid overbilling medical services at Vencor Northlake Hospital.&lt;br /&gt;     Brust Funeral Home and Shaku Teas, M.D. Forensic Pathologist performed the Autopsy and found that Mr. Roberto Hung suffered and died from severe bleeding and internal damages to the respiratory tract, lungs, and puncture to his heart which caused his death under medical care of &lt;br /&gt;Dr. Grodzin and Dr. Raied Abdullah at Vencor Northlake Hospital in Cook County, Illinois.&lt;br /&gt;     Mr. Roberto Hung was a Traumatic Brain Injury Patient who was injured from a severe and blunt hit to the head at his Lombard home on December 22, 1996, after he returned home from working at The Pampered Chef in Addison and Dominick’s Food Stores in Oakbrook Terrace.  &lt;br /&gt;Mr. Roberto Hung has been an Illinois Victim of Heinous Hate Crimes who was hospitalized at St. Francis Hospital in Evanston, Good Samaritan Hospital in Downers Grove, Edwards Hospital, Manor Care Nursing Home, Marianjoy Rehabilitation Community Center, Elmhurst Memorial Hospital, Vencor Northlake Hospital in Northlake, Illinois.  Mr. Roberto Hung was &lt;br /&gt;fully insured by Medicare/Medicaid, Blue Cross Blue Shield, The Principal Financial Group, Physicians’ Mutual, COBRA, etc.&lt;br /&gt;     Since I, Gardenia C.    During the 25th Anniversary of the National Center for Victims of Crime in the U.S.A. and the upcoming events planned for the National Crime Victims’ Rights Week, April 10-16, 2011 and those to follow, I remember how I have become a Victim of Crime in Illinois at the U.S. Department of Labor, Office of Workman's Compensation.  My name is Gardenia C. Hung, Illinois Victim of Crimes for the last twenty (20) years after I worked as a federal employee full-time at the U.S. Department of Labor, Office of Workman’s Compensation, Employment Standards Administration, General Services Administration, at the Klucynski Building, 230 North Dearborn Street, 8th Floor, in Chicago, Illinois.  Since 1991-1992, I have been denied Crime Victims’ Rights in the State of Illinois for this 20-year-old case matter  in Department of  Labor court summons, court hearings, court appearances,  arbitrations, meetings, panel discussions, U.S. Mail notifications, advisories,  etc.  In addition, the U.S. Department of Labor,  Office of Workers’ Compensation staff had me held by force to induce drug injection on the right thumb to paralyze my right hand and wrist during October 1991.  I am writing to the National Center for Victims of Crime in 2011 for assistance, help, and compensation as an Illinois Victim of Crime in Lombard and Villa Park, County of Du Page, in the Land of Lincoln, U.S.A.  I have been victimized and denied crime victims’ rights for the last twenty (20) years.  In view of National Crime Victims’ Rights Week, April 10-16, 2011, I am petitioning for justice, equity and fairness  for compensation as an Illinois Victim of Crime under the Constitution of the United States of America as the theme for the year implies “Reshaping The Future, Honoring The Past”.&lt;br /&gt;&lt;br /&gt;     Twenty years ago, during 1991-1992, I was hired as a certified medical claims examiner, analyst, by the U.S. Department of Labor, Office of Workman’s Compensation, on the 8th Floor of the Klucynski Building, across from the Dirksen Federal Building.  While I worked full-time as a federal employee at the U.S. DOL, OWCP Office, the first week of October 1991, I was injured, harassed, and abused during the course of employment, after 5:00 PM; since then, I have become an Illinois Victim of Crime because  I worked for Richard Kadus, Phyllis Crane, Shelene Turner, Joan Rosel, Thom M. Sheridan and other federal employees reviewing and adjudicating fellow federal employees claims for the Office of Workman’s Compensation in Chicago, Illinois.  As an Illinois Victim of Crime, I have been denied Victims’ Rights granted to others in the State of Illinois.&lt;br /&gt;&lt;br /&gt;     During January 1991, when I was working full-time for the U.S. Department of Labor, OWCP Office, I was trained and hired to review federal employees’ medical claims for work injuries suffered during the course of federal employment for adjudication, medical treatment, rehabilitation, vocational training, and a recommended monetary award.  The first week of October 1991, after the visit of the former U.S. DOL Secretary Lynn Martin to the DOL Chicago Office, the Supervisor for Unit 2, Shelene Turner had returned from a two-week vacation touring  Rome, Italy.  Then, other federal employees like Anita Freeney and Lois Ware in Unit 2, also wanted to go on vacation and take their leave of absence immediately; so they started transferring their assigned OWCP claim files to the desk of Gardenia C. Hung for additional review, adjudication, and awarding, leaving several tall, high stacking files from their end of the office to the other side by the window cubicles where I was sitting.  At the end of the day, Anita Freeney started screaming at me, shouting that I had to take all her pending federal employees’ OWCP incomplete and unfinished, harassing me while I was at my office cubicle desk, after Shelene Turner, the Supervisor, had gone home for the day—since I was staying after 5 PM, working extra hours without any compensation, leave of absence or vacation time off.&lt;br /&gt;&lt;br /&gt;Then, Anita Freeney ran to Richard Kadus’ office, when the latter came out and started verbally reprimanding Gardenia C. Hung because of the former’s federal OWCP case loads and stacks, incomplete and undone, files stacked high on the medical claims examiner’s desk because Anita Freeney wanted to go on vacation, instead of continuing to work on her OWCP case loads—when it was not Gardenia C. Hung’s fault.  Suddenly, Richard Kadus started abusing Gardenia C. Hung to force her to take some white pills he had and afterwards, injecting her right thumb with a drug from a hypodermic needle to paralyze her right wrist and hand, and marking her white shirt with blue ink marking a cross.  As a Victim of Crime, I was abused and drugged by Richard Kadus and Anita Freeney at the U.S. Department of Labor, Office of Workman’s Compensation.  Consequently, I had to be hospitalized for three (3) months at Rush St. Luke Presbyterian Hospital next to the University of Illinois at Chicago Circle Campus.&lt;br /&gt;&lt;br /&gt;     This federal incident also caused me a problem with my former employer, Jose Poquet, who was then the Executive Director of Premier GESA Assistance Groupe Européen, a travel emergency medical insurance network for North America, the Caribbean, Central and South America. &lt;br /&gt;&lt;br /&gt;     While I was hospitalized at Rush St. Luke Presbyterian Hospital because of the U.S. DOL OWCP Office abuse and induced drug injection on my right thumb, I was also injured and kicked by a security staff man at the hospital who abused me and caused an extended hospitalization which resulted in the loss of my job during January 1992.  Richard Kadus would not let me return to work at the U.S. DOL OWCP Office when Illinois Senator Paul Simon was involved with the federal workman’s compensation office.&lt;br /&gt;&lt;br /&gt;     Even when I filed a Complaint with the U.S. Department of Labor, Annabelle T. Lockhart denied  my claim for compensation and lied about the circumstances involving abuse of my person at the OWCP Office in Chicago, Illinois.  U.S. DOL OWCP has not contacted or mailed any notifications to me as an Illinois Victim of Crime, thus denying me constitutional crime victims’ rights to date.  I received a notice from the Social Security Administration that $20,000US dollars had been removed from my federal  Social Security Pension for work performed during 1991.&lt;br /&gt;&lt;br /&gt;     One year afterwards, on September 2nd, 1993, my father, Mr. Roberto Hung, J.D. decided to purchase a Lombard Historic Brick Bungalow built in 1927 in the  Village of Lombard, County of Du Page, Illinois.  As a Lombard resident homeowner and U.S. citizen, the Village of Lombard Police had me kidnapped, tortured, sequestered, harassed, abused, and physically injured, so I would lose consciousness and forget who had kidnapped me.  In Lombard I have become a Victim of Heinous Hate Crimes, Criminal Roofing Disaster, Persecution, Sedition, and Harassment.&lt;br /&gt;&lt;br /&gt;     After kidnapping me in Aurora, Illinois following a legal court interpreting assignment for Interlate Systems Inc. also known then as Pan Blanco in Elgin, a Lombard Policeman offered to drive me home my Lombard home and broke my right big toe, knocking me out, and injuring me at my Lombard home, which caused me to have a traumatic concussion, resulting in a mild stroke, and loss of consciousness so he could remove me from my home and sequestered me to an unknown DuPage Hospital where my family could not find me.  Once again, I became a Victim of Crime by the Lombard Police Department.  Afterwards, the Lombard Police continued to trespass and access my Lombard home without authorization by passing out the Hung Family’s household spare keys to intruders without the homeowners’ consent and approval.&lt;br /&gt;&lt;br /&gt;     During 2004 and 2005, the historic Lombard Bungalow suffered from a massive plumbing failure and criminal roofing disaster arranged by the Lombard Police Department and the Village of Lombard staffing employees, allowing weather elements like rain, snow, and wind to damage and deteriorate the roofing housing structure on the southwest side of the Lombard Historic Brick Bungalow built in 1927.&lt;br /&gt;&lt;br /&gt;     Then, on January 12, 2006, my Mother Mrs. G. Fong Ramos was set up for harassment by the Lombard Police Department, Scott Watkins, and other who failed to report her hospitalization by the Lombard Fire Department Paramedics and the Police who told me that she was removed to Wheaton, to be found at the  Du Page Coroner’s Office.  The Deputy Coroner and the secretary could not find my Mother’s body there.  Since then, no one told me where my Mother was hospitalized or her location.  Five (5) years have passed and my Mother is still alive in Illinois, even though I have not been contacted or notified of her whereabouts.   My Mother, Mrs. G. Fong Ramos has an alias today and she is a Victim of Crime also.&lt;br /&gt;&lt;br /&gt;     Then on July 26, 2006, I was participating in a training seminar by Beth O’Neill at the Illinois Employment and Training Center for Listening until 4:30 PM,  ready to go home in Lombard, when two women from Glen Ellyn reported that I had taken a mobile cellular telephone they has lost at home in Glen Ellyn, Illinois.  So Lombard Police David Thiede and Pam Larsen falsely accused me of taking the mobile telephone in front of St. Pius X Catholic Church, two blocks from the Eastgate Shopping Center where I had been all day for employment training.  This is another instance of serious and tragic Lombard Police errors and omissions which have added more Victims of Crimes by the Lombard Police in DuPage County, Illinois USA.&lt;br /&gt;&lt;br /&gt;     After November 5, 2008, when Keith Steiskal and George Seagraves from the Lombard Fire Department caused the criminal disaster demolition, looting, and stealing household and business assets  from the Hung Family Estate at the Lombard Historic Brick Bungalow, I have been homeless and destitute in the County of Du Page, State of Illnois, U.S.A.&lt;br /&gt;&lt;br /&gt;     I moved to Villa Park on November 17, 2009 and during January 2010, I began to have problems of harassment , victim of screaming, pushing, and verbal abuse by Chuck Pickerill, Henry W. Hochstatter, Bobby Pickerill, and others from UHAUL of Villa Park, following a relocation to the King Construction Building owned by Alex King at 140 West St. Charles Road, Apartment 4B, in Villa Park, Illinois  60181. Hung (Fong) Wittler, eldest daughter of Mr. Roberto Hung Mustelier, and Lombard resident homeowner at 502 South Westmore-Meyers Road and Washington Boulevard, Post Office Box 1274, Lombard, Illinois  60148-8274, in DuPage County, citizen of the United States of America.  Originally, I was born in Santiago de Cuba, in the province of Oriente, in the country of Cuba, on December 27, 1958, the eldest daughter of Dr. Roberto Hung Mustelier, J.D. and Mrs. Gardenia Fong Ramos, both natural parents of Chinese-Cuban descent, whose grandfathers were Chinese nationals from southern China, Hong Kong, Canton province in mainland China.   Since I have lived in the Village of Lombard, I have been a victim of heinous hate crimes, emotional distress, personal tragedy, physical abuse, a broken right toe which has developed into a hammertoe with painful muscle tension around the twisted right ankle (attached photos), harassment, sedition, kidnapping on several occasions, conspiracy, contrived auto accidents due to mechanical failure, motor breakdown, faulty brakes, broken front axle, electrical wiring failure on the motorcycle Derbi Boulevard 150 CC, a broken Sears Craftsman Deluxe Lawn Mower, damaged auto vehicles, victim of criminal disaster roofing for water damages and losses.  The Federation of International  Translators www.fit-ift.org  referred me to the UNESCO Human Rights Commission to file a complaint as a Victim for Abuse of Human Rights in the Village of Lombard, County of Du Page, Illinois in the United States of America.  I have been married to former U.S. Navy Postal Clerk Nathan Scott Wittler (Patriquin) during the years of victimization from June 18, 1988 through June 17, 1994, when Nathan S. Wittler filed for a divorce by proxy in West Dummerston, Vermont, New England in the United States of America—since I did not sign the divorce document mailed to me from Windham County, Vermont, the divorce proceeding has not been validated.&lt;br /&gt;&lt;br /&gt;For the last seventeen (17) years, I have worked as a legal, medical, technical interpreter and translator while I have lived in the Village of Lombard, in the Counties of Du Page, Cook, Will, Kane, LaSalle, Lake in Illinois, United States of America.  During the same period of time, I have been employed as a certified freelance court interpreter and translator for Interlate Systems, Inc. in Elgin and Aurora, Arroyave Languages Academy in Arlington Heights and Highland Park, Palencia Language Services in Chicago, Accurate Translations Bureau in Hinsdale, and other translation agencies in the U.S.A.   I have been an active member of the Chicago Area Translators and Interpreters Association (CHICATA) www.chicata.org, the American Translators Association (ATA) www.atanet.org, the International Federation of Translators (FIT) www.fit-ift.org.   I have been commissioned as an Illinois Notary Public in Cook and Du Page County, Illinois.  In addition, I have worked as faculty at the College of Du Page in Glen Ellyn and Lombard for Good Samaritan Hospital, Central Du Page Hospital, National Chiropractic College (NCC) , also known as the University of Health and Sciences in Lombard, as well as for other companies sponsored by the College of Du Page Business Institute Programs for Health Communications.&lt;br /&gt;&lt;br /&gt;Prior to living in the western suburbs, during January 1991, I resided on the northwest side of Chicago, while I worked as certified interpreter and translator for Action Translation Bureau in Palos Heights and Carmen Kenny and Associates in Arlington Heights, Illinois upon assignment at the Illinois Industrial Commission Arbitration Center for Workers’  Compensation .  In addition, I was hired for temporary assignment by Diplomatic Languages Services based in Arlington, Virginia.  Later, I was employed as  a medical claims examiner for the U.S. Department of Labor, Office of Workers’ Compensation (OWCP), Employment Standards Administration (ESA), General Services Administration (GSA).  www.usdol.gov&lt;br /&gt;&lt;br /&gt;During seventeen years of residency in the Village of Lombard as a homeowner, I have participated as an active volunteer for the Lombard Service League, Friends of the Helen M. Plum Library Committee, Friends of the Park, the Lombard Garden Club, Friends of the Court in Wheaton, Court Advocacy Programs in Illinois.&lt;br /&gt;&lt;br /&gt;While I growing up, I never had to worry about having a roof above my head and a place to live, until I moved to the Village of Lombard, Du Page County, Illinois, in the United States of America.  My great-grandparents and great-great grandparents in mainland China, Taiwan, and Cuba, all owned their own real estate property, private homes, and purchased land parcels to lease to others.  All American family members living throughout the United States of America, have real estate holdings today under the same family name.  As the eldest daughter of an attorney, judge, and university professor, I was fortunate to have been born with the same family name and real estate land holdings and accounts where my name was listed.  Only the Village of Lombard in the York Township community has questioned my human rights in housing under the law after seventeen years (17) years of homeownership as a Lombard resident and U.S. citizen in the State of Illinois during the 21st century—after my Father and I, purchased a Lombard Historical Brick Bungalow at 502 S. Westmore Avenue, at the corner of Washington Boulevard, one block northwest from Westmore Elementary School and one block southeast from St. Pius X Catholic Church and School, only three blocks from the Illinois Secretary of State Drivers Vehicle Facility at the Eastgate Shopping Center along Westmore-Meyers Road and half a mile from the York Township Community Center.  For the  last seventeen (17) years, the Village of Lombard has been denying U.S. Constitutional rights in housing under the law in the State of Illinois to me as a Lombard resident homeowner and U.S. citizen in the State of Illinois.  And for the same period, the Village of Lombard Town Hall, Police and Fire Department, have been using me, as a Victim of Crime while being a working Lombard resident homeowner and U.S. citizen, in Du Page County, Illinois in the United States of America.  Thus, the Village of Lombard, Town Hall, Police and Fire Department, including Du Page County have been violating my human rights in housing under the law and the Constitution of the State of Illinois, in the U.S.A. today.&lt;br /&gt;&lt;br /&gt;For the record, the Hung Family purchased the Lombard Brick Bungalow on September 2, 1993 and moved to the Village of Lombard in DuPage County, Illinois during the Autumn 1993 from the Northwest side of Chicago, Cook County.  The Hung Family have been Lombard resident homeowners at the corner of 502 S. Westmore-Meyers Road and Washington Boulevard, near Saint Pius X Catholic Church and Westmore Elementary School, all victims of heinous hate crimes, criminal disaster demolition, persecution, harassment, and physical abuse, car accidents, and forced hospitalizations in DuPage County, Illinois USA.  The Village of Lombard and DuPage County, have been stealing from the Hung Family personal, family belongings, household electronics, kitchen equipment, and professional company assets and resources belonging to the company Communications, Languages &amp; Culture, Inc. without compensating or restituting the Estate of Mr. Roberto Hung and Family and/or the company Communications, Languages &amp; Culture, Inc. in the State of Illinois, United States of America.&lt;br /&gt;&lt;br /&gt;The Village of Lombard is denying me human rights in housing under the law as a Lombard Victim of Heinous Hate Crimes, during seventeen (17)  years of living in Du Page County as resident homeowner and U.S. citizen, when David Hulseberg continues in the refusal to provide lawful lodging, compensation, and restitution for criminal disaster roofing damages and losses, considered to be violations of the Bill of Rights under the Constitution of the State of Illinois. &lt;br /&gt;&lt;br /&gt;During 2009-2010 and the celebration of the Bicentennial of the late President Abraham Lincoln’s two hundredth anniversary, the Constitution of the State of Illinois still upholds “inherent and inalienable human rights” listed under the Bill of Rights, Section 1, Section 2,  Section 6, Section 8.1, Section 12, Section 15, Section 17, Section 18, Section 20, Section 23, Section 24, as follow:&lt;br /&gt;&lt;br /&gt;Inherent and Inalienable Rights&lt;br /&gt;&lt;br /&gt;All men (and women) are by nature free and independent and have certain inherent and inalienable  rights among which are life, liberty and the pursuit of happiness.  To secure these rights and the protection of property, governments are instituted among men (and women) deriving their just powers from the consent of the governed.&lt;br /&gt;&lt;br /&gt;Due Process and Equal Protection&lt;br /&gt;&lt;br /&gt;No person shall be deprived of life, liberty or property without due process of law nor be be denied the equal protection of the laws.&lt;br /&gt;&lt;br /&gt;Searches, Seizures, Privacy and Interceptions&lt;br /&gt;&lt;br /&gt;The people shall have the right to be secure in their persons, houses, papers and other possessions against unreasonable searches, seizures, invasions of  privacy or interceptions of communications by eavesdropping devices or other means.  No warrant shall be issued without probable cause, supported by affidavit particularly describing the place to be searched and the persons or things to be seized.&lt;br /&gt;&lt;br /&gt;Crime Victims’ Rights&lt;br /&gt;&lt;br /&gt;(a)    Crime Victims, as defined by law, shall have the following rights as provided by law:&lt;br /&gt;&lt;br /&gt;(1)    The right to be treated with fairness and respect for their dignity and privacy throughout the criminal justice process.&lt;br /&gt;&lt;br /&gt;(2)   The right to notification of court proceedings.&lt;br /&gt;&lt;br /&gt;(3)   The right to communicate with the prosecution.&lt;br /&gt;&lt;br /&gt;(4)   The right to make a statement to the court at sentencing.&lt;br /&gt;&lt;br /&gt;(5)   The right to information about the conviction, sentence, imprisonment, and release of the accused.&lt;br /&gt;&lt;br /&gt;(6)   The right to timely disposition of the case following the arrest of the accused.&lt;br /&gt;&lt;br /&gt;(7)   The right to be reasonably protected from the accused throughout the criminal justice process.&lt;br /&gt;&lt;br /&gt;(8)   The right to be present at the trial and all other court proceedings on the same basis as the accused, unless the victim is to testify and the court determines that the victim’s testimony would be materially affected if the victim hears other testimony at the trial.&lt;br /&gt;&lt;br /&gt;(9)   The right to have present at all court proceedings, subject to the rules of evidence, an advocate or other support person of the victim’s choice.&lt;br /&gt;&lt;br /&gt;(10)                    The right to restitution.&lt;br /&gt;&lt;br /&gt;(b)   The Illinois General Assembly may provide the law for the enforcement of this Section.&lt;br /&gt;&lt;br /&gt;(c)    The Illinois General Assembly may provide for the assessment against convicted defendants to pay for the crime victims’ rights.&lt;br /&gt;&lt;br /&gt;(d)   Nothing in this Section or in any law enacted under this Section shall be construed as creating a basis for vacating a conviction or a ground for appellate relief in any criminal case.  (Section 8.1 added by the Seventh Amendment to the Constitution.  Approved November 3, 1992, effective November 23, 1992).&lt;br /&gt;&lt;br /&gt;Right to Remedy and Justice&lt;br /&gt;&lt;br /&gt;Every person shall find a certain remedy in the laws for all injuries and wrongs which he    receives to his (or her) person, privacy, property or reputation.  He (or She) shall obtain justice by law, freely, completely, and promptly.&lt;br /&gt;&lt;br /&gt;Right to Eminent Domain&lt;br /&gt;&lt;br /&gt;Private property shall not be taken or damaged for public use without just compensation as provided by law.  Such compensation shall be determined by a jury as provided by law.&lt;br /&gt;&lt;br /&gt;No Discrimination in Employment or in the Sale or Rental of Property&lt;br /&gt;&lt;br /&gt;All persons have the right to be free from discrimination on the basis of race, color, creed, national ancestry and sex in the hiring and promotion of any employer or in the sale or rental of property.&lt;br /&gt;&lt;br /&gt;These rights are enforceable without action by the Illinois General Assembly, but the Illinois General Assembly by law may establish reasonable exemptions relating to these rights and provide additional remedies for their violation.&lt;br /&gt;&lt;br /&gt;No Discrimination on the Basis of Sex&lt;br /&gt;&lt;br /&gt;The equal protection of the laws shall not be denied or abridged on account of sex by the State of Illinois or its units of local government and school districts.&lt;br /&gt;&lt;br /&gt;Individual Dignity&lt;br /&gt;&lt;br /&gt;To promote individual dignity, communications that portray criminality, depravity or lack of virtue in, or that incite violence, hatred, abuse or hostility toward a person or group of persons by reason or by reference to religious, racial, ethnic, national or regional affiliation are condemned.&lt;br /&gt;&lt;br /&gt;Fundamental Principles&lt;br /&gt;&lt;br /&gt;A frequent recurrence to the fundamental principles of civil government is necessary to preserve the blessings of liberty. To help, we've put together some of the key benefits from health insurance reform.&lt;br /&gt;&lt;br /&gt;Let's start with how health insurance reform will expand and strengthen coverage:&lt;br /&gt;&lt;br /&gt;This year, children with pre-existing conditions can no longer be denied health insurance coverage. Once the new health insurance exchanges begin in the coming years, pre-existing condition discrimination will become a thing of the past for everyone. &lt;br /&gt;This year, health care plans will allow young people to remain on their parents' insurance policy up until their 26th birthday. &lt;br /&gt;This year, insurance companies will be banned from dropping people from coverage when they get sick, and they will be banned from implementing lifetime caps on coverage. This year, restrictive annual limits on coverage will be banned for certain plans. Under health insurance reform, Americans will be ensured access to the care they need. &lt;br /&gt;This year, adults who are uninsured because of pre-existing conditions will have access to affordable insurance through a temporary subsidized high-risk pool. &lt;br /&gt;In the next fiscal year, the bill increases funding for community health centers, so they can treat nearly double the number of patients over the next five years. &lt;br /&gt;This year, we'll also establish an independent commission to advise on how best to build the health care workforce and increase the number of nurses, doctors and other professionals to meet our country's needs.  Going forward, we will provide $1.5 billion in funding to support the next generation of doctors, nurses and other primary care practitioners -- on top of a $500 million investment from the American Recovery and Reinvestment Act. &lt;br /&gt;Health insurance reform will also curb some of the worst insurance industry practices and strengthen consumer protections:&lt;br /&gt;&lt;br /&gt;This year, this bill creates a new, independent appeals process that ensures consumers in new private plans have access to an effective process to appeal decisions made by their insurer. &lt;br /&gt;This year, discrimination based on salary will be outlawed. New group health plans will be prohibited from establishing any eligibility rules for health care coverage that discriminate in favor of higher-wage employees. &lt;br /&gt;Beginning this fiscal year, this bill provides funding to states to help establish offices of health insurance consumer assistance in order to help individuals in the process of filing complaints or appeals against insurance companies. &lt;br /&gt;Starting January 1, 2011, insurers in the individual and small group market will be required to spend 80 percent of their premium dollars on medical services. Insurers in the large group market will be required to spend 85 percent of their premium dollars on medical services. Any insurers who don't meet those thresholds will be required to provide rebates to their policyholders. &lt;br /&gt;Starting in 2011, this bill helps states require insurance companies to submit justification for requested premium increases. Any company with excessive or unjustified premium increases may not be able to participate in the new health insurance exchanges. &lt;br /&gt;Reform immediately begins to lower health care costs for American families and small businesses:&lt;br /&gt;&lt;br /&gt;This year, small businesses that choose to offer coverage will begin to receive tax credits of up to 35 percent of premiums to help make employee coverage more affordable. &lt;br /&gt;This year, new private plans will be required to provide free preventive care: no co-payments and no deductibles for preventive services. And beginning January 1, 2011, Medicare will do the same. &lt;br /&gt;This year, this bill will provide help for early retirees by creating a temporary re-insurance program to help offset the costs of expensive premiums for employers and retirees age 55-64. &lt;br /&gt;This year, this bill starts to close the Medicare Part D 'donut hole' by providing a $250 rebate to Medicare beneficiaries who hit the gap in prescription drug coverage. Manufacturers aren't telling, but Earthjustice attorney Keri Powell may have uncovered the key to their pursed lips.&lt;br /&gt;&lt;br /&gt;While investigating a potential legal strategy, Keri found buried in the pages of a book of New York State statutes a long-forgotten law authorizing the Commissioner of the New York State Department of Environmental Conservation to require household cleaning product manufacturers to disclose their chemical ingredients and information about the health risks they pose. In other words, pay dirt.&lt;br /&gt;&lt;br /&gt;State regulations issued in 1976 made these disclosures mandatory. Such laws are practically nonexistent in the United States, and the New York law has been altogether overlooked.&lt;br /&gt;&lt;br /&gt;Until now.&lt;br /&gt;&lt;br /&gt;Earlier this month, Keri led a group of clients into the New York State Supreme Court for historic arguments over chemical disclosure, a case that could have national ramifications. Consumers and their advocates may finally get a satisfactory answer to that critical opening question, which has vexed them for years.&lt;br /&gt;&lt;br /&gt;Some disclosures have already been made as a result of the case. After Keri discovered the law and realized companies had for decades been escaping a legal obligation, several household cleaner manufacturers doing business in New York State were put on notice. Letters we sent to the companies in Sept. 2008 requested that they begin obeying the law within 30 days or risk possible legal action. The letters prompted some companies, including the manufacturer of Simple Green products, to file disclosure reports for the first time.&lt;br /&gt;&lt;br /&gt;Even though the law Keri unearthed is state-specific, the household cleaners it regulates are not. Simple Green products sold to consumers in the Empire State are no different from Simple Green products sold anywhere else in the country, so consumers across the United States benefit equally from these disclosures and any further information gained as a result of our litigation.&lt;br /&gt;&lt;br /&gt;In Mar. 2009, SC Johnson announced that it too would disclose chemical ingredients rather than face Earthjustice attorneys in court. Concurrently, the company launched a candid website that "offers a detailed look at the ingredients in [SC Johnson's] products so you can make the right decisions for your home."&lt;br /&gt;&lt;br /&gt;But four companies—Procter &amp; Gamble, Colgate-Palmolive, Church and Dwight, and Reckitt-Bensicker—stonewalled, and thus found themselves a few weeks ago across from Keri and her colleagues in a Manhattan courtroom as defendants in this first-of-its-kind lawsuit. They made it clear that their lips are sealed until authorities pry them open. As Health Campaigner Kathleen Sutcliffe wryly remarked last week, Mr. Clean went to court and pled the fifth.&lt;br /&gt;&lt;br /&gt;While this unprecedented legal work unfolds, efforts are being staged on other fronts to change the way toxic chemicals are treated in the United States. A few months ago, I wrote about the urgent need to reform the Toxic Substances Control Act, the major U.S. law concerned with keeping the public safe from toxic chemicals in commercial products. We are awaiting introduction of new federal legislation to fix the current broken system. The household cleaners case helps push the national reform effort forward by showing that disclosure of ingredients and health effects is good for consumers and good for business.&lt;br /&gt;&lt;br /&gt;But our New York case also demonstrates that much can be done while we wait for federal reform. After all, figuring out what's in a household cleaner shouldn't be as hard as finding a decades-old, neglected statute in a book of New York laws. You may or may not be aware of changes in the law that could have an impact on you, your family or your community, and I hope to offer an explanation as to why these laws were enacted.   &lt;br /&gt;&lt;br /&gt;Amber Alert Program for Seniors&lt;br /&gt;&lt;br /&gt;The first new law of interest establishes an Amber Alert Program for Senior Citizens and is legislation that I worked on last year with Senator Maggie Crotty and the Illinois State Police.  Senate Bill 27, now Public Act #96-0149, helps locate elderly individuals who are missing. &lt;br /&gt;&lt;br /&gt; The new Endangered Missing Person Advisory Program, commonly referred to as a “Silver Alert”, establishes a regional system which enhances the ability of local police agencies to rapidly transmit information regarding the older adult who is often afflicted with Alzheimer’s or other forms of dementia and places a high priority in reporting, investigation and public notification. These new efforts are similar to Amber Alert which has been successful in locating children who are believed to have been abducted and in danger.  Unfortunately, we have all read about cases of seniors wandering from home, getting disoriented or losing their way while driving. A delayed search can result in the loss of valuable time to locate a missing person.&lt;br /&gt;&lt;br /&gt;The Illinois Department on Aging in coordination with the Illinois State Police is developing a community outreach program to promote awareness among the State’s healthcare facilities, nursing homes, assisted living facilities, and other senior centers.  The guidelines and procedures will ensure that specific health information about the missing person is not made public through the alert.  State Police will determine whether the missing person is endangered or considered “high risk,” meaning circumstances indicate that the person may be at risk of injury or death.  For more information about program services to assist older adults in Illinois and their caregivers, call the IDoA Senior HelpLine at 1-800-252-8966.&lt;br /&gt;&lt;br /&gt;In addition, another new law relating to the same topic is House Bill 282, now Public Act #96-0442, which adds to the definition of "missing endangered senior", a person with Alzheimer's disease or related dementias who is reported missing. But continued high levels of cytokines are associated with conditions such as heart disease.&lt;br /&gt;&lt;br /&gt;Researcher Jennifer Graham at Penn State has been looking at ways for couples to work on their differences without amping up their cytokines.&lt;br /&gt;&lt;br /&gt;As part of her study, she had couples flip the hot switches on topics like money and in-laws.&lt;br /&gt;&lt;br /&gt;Graham found that use of reasoning words during a fight controlled cytokines. Hochstatter. &lt;br /&gt;I am a TBI supporter for High Hopes at&lt;br /&gt;Marianjoy Rehabilitation Hospital. &lt;br /&gt;The month of June in 2009 reminds me&lt;br /&gt;of the first time I attended the High Hopes &lt;br /&gt;Support Group for Traumatic Brain Injury, &lt;br /&gt;since my tragic accident with a semi-truck on &lt;br /&gt;March 23, 1979, along Addison Road, in Addison, &lt;br /&gt;Illinois.&lt;br /&gt;&lt;br /&gt;I am the founding member of the High Hopes TBI&lt;br /&gt;Support Group at Marianjoy in Wheaton, since &lt;br /&gt;Dr. Jay Subaru established the High Hopes&lt;br /&gt;Traumatic Brain Injury Support Group at &lt;br /&gt;Marianjoy Rehabilitation&lt;br /&gt;Hospital.&lt;br /&gt;&lt;br /&gt;I was still in a wheelchair at the time, so I was&lt;br /&gt;wheeled over to the Cafeteria to attend the first &lt;br /&gt;High Hopes TBI meeting, downstairs at the Marianjoy &lt;br /&gt;Healthcare Center. The first High Hopes meeting &lt;br /&gt;started at 7:00 p.m. in the evening, on the second &lt;br /&gt;Tuesday, in June 1979.&lt;br /&gt;&lt;br /&gt;High Hopes TBI Support Group promotes hope for the &lt;br /&gt;future, while thinking of positive thoughts and ideas &lt;br /&gt;for recovery. To me, High Hopes represents a TBI support &lt;br /&gt;group in hopes that TBI patients do better on&lt;br /&gt;their journey to recovery.&lt;br /&gt;&lt;br /&gt;Since my traumatic brain injury in 1979, I had broken &lt;br /&gt;my armcast on the right side at Marianjoy. I remember &lt;br /&gt;being on a wheelchair and learning to walk outside, &lt;br /&gt;while watching the mallard ducks outside the Marianjoy&lt;br /&gt;Rehabilitation Center. Lung cancer is one clear answer. And some folks add others, such as cancers of the throat and the esophagus.&lt;br /&gt;&lt;br /&gt;But a researcher thinks this may underestimate the impact of cancer. Bruce Leistikow of the University of California, Davis, bases that on a review of data on men living in Massachusetts from 1979 to 2003. He used lung cancer as a benchmark:&lt;br /&gt;&lt;br /&gt;[Bruce Leistikow speaks] "Lung cancer rates, and the death rate from all other cancer moved together like Siamese twins would move together – indicating that those changes had the same source."&lt;br /&gt;&lt;br /&gt;He suspects smoking caused almost three quarters of all male cancer deaths in Massachusetts.
